Course Description

This course covers broad issues pertaining to the hazard recognition at work sites and is one of our most popular firefighter courses. OSHA has developed the HAZWOPER program to protect the workers working at hazardous sites and devised extensive regulations to ensure their safety and health. This course, while identifying different types of hazards, also suggests possible precautions and protective measures to reduce or eliminate hazards at the work place.

Regulation Overview Module
This module focuses on the following topics:

  • About the Occupational Safety and Health Act (OSH Act)
  • The Creation of OSHA and NIOSH
  • Hazardous Waste Operations and Emergency Response
  • Hazard Communication Standard (HCS)
  • Understanding OSHA Standards
  • Hazardous Waste Legislation (EPA)
  • Hazard Definitions

 

This Regulation Overview Module discusses 29 CFR 1910.120 which covers hazardous waste operations and emergency response. It tells the history behind why Congress passed the OSH Act which created the Occupational Safety and Health Administration, or OSHA, under the U.S. Department of Labor. The module covers information regarding: those industries regulated, how NIOSH assists in rule making, key terms, Hazard Communication Standard (HCS) elements, and the CFR. Finally, an important discussion of what to include in a Hazard Communication Program is given to inform employers about their duties.

 

Site Characterization Module
This module focuses on the following topics:

  • Site Characterization Introduction
  • Off-Site Characterization
  • On-Site Survey
  • On-Going Monitoring and Hazard Assessment
  • Documentation

 

This module discusses the process of site characterization. Since unknown hazards often exist at new worksites, proper site characterization must be carried out to protect workers from being exposed to unknown hazards without adequate protection. This module examines the steps of site characterization. It describes initial off-site investigation steps such as doing research and interviews to identify pre-existing hazards. It looks at the process of site safety planning which is based on off-site research data to safely equip entry teams. Finally, it lists the responsibilities of entry team members and discusses how they must document the conditions they encounter.

 

Hazard Recognition Module
This module focuses on the following topics:

  • Hazard Recognition Definitions
  • Hazard and Safety Analysis
  • Hazard Recognition
  • Chemical Health Hazards
  • Site and Equipment Hazards
  • Environmental Hazards
  • Biological Hazards

 

This module, Hazard Recognition, addresses both chemical and biological hazards that can be encountered in the hazardous waste site environment. How to do a job safety analysis, or JSA, is explained in detail because this is how employers identify hazards that need to be controlled. This module explains the hazard identification systems like NFPA signage and DOT package labels that must be used to alert workers of present or potential danger. Finally, a detailed discussion of common environmental and biological hazards is given. This section effectively alerts employers and workers to specific dangers and lists ways to protect against them.

Site Control Module

This module focuses on the following topics:

  • Site Control Program
  • Site Work Zones
  • Site Security

 

This module, Site Control, explains how to set up a site control program designed to reduce worker and public exposure to chemical, physical, biological, and safety hazards at hazardous waste sites. It discusses why and how to create safety zones (i.e., Exclusion Zone, Contamination Reduction Zone, and Support Zone) to ensure a safe environment for support staff and to fight against cross-contamination from those entering/exiting hot zones. Finally, it reviews the importance of having effective site security procedures to keep unauthorized outsiders who are most often not protected, away from exposure.

Prerequisites/Audience There are no prerequisites for this course. This course is designed for all employees who respond to a hazardous materials emergency. As per OSHA guidelines, these people must receive training based on their level of activities at the incident. This particular course is designed for those who are likely to respond to a hazardous materials emergency for the purpose of protecting person, property, or the environment from the effects of the release. OSHA regulations require a minimum of 8 hours training.
